You can do two different things. You can register as a member of Blog Nomads so that your Modblog or Efx2 friends can find you. As far as blog hosting goes, there are two options. You can have your blog hosted through the portal. The free portal-based blogs are very simple, with a few layout options, and only 2mb of storage. This is an easy option, but depending on how you like to blog, it may not meet your needs. You also have a second option of having your blog on a professionally blog host (like Blogger, Wordpress, etc.) and have it registered as part of the community.
With either option, your recent entries will be updated on the portal, and your blog will be listed as one of the community member’s blogs.
